Harvey Residents and Community Leaders Call for a Halt of ISBE Title One Funding After Federal Audit Findings.

(Harvey, Il) Dr. Kisha McCaskill- Community Activist and Candidate for Harvey School Board 152 – is being joined by several Harvey residents, parents, and other activist in calling for the United States Justice Department to investigate the Harvey School District 152 current school board and administration. This comes after the discovery of a federal Inspector General’s Report (U.S. Department of Education) and findings against the school district that allege gross mismanagement, failure to comply to federal guidelines of funding and a shocking discovery of massive lost or missing items approved and purchased by the Harvey School District 152 School Board.

The federal Inspector General’s report concluded by informing the Illinois State Department of Education that Harvey Local School District 152 must immediately perform the following measures:

  • Locate missing Title I assets or provide evidence that Title I assets were properly disposed.
  • Immediately implement policies and procedures to ensure that inventory sheets and disposal reports are reviewed for completeness and accuracy before the information is entered in the fixed asset database.
  • Provide evidence that District 152 is maintaining accurate and complete inventory records for all Title I assets.
  • Develop policies and procedures for reconciling planned expenditure report submissions with District 152’s accounting records.
  • Have someone other than the preparer reviews the reconciliation before the information is reported to the Illinois State Board of Education.

“It is apparent that from the Inspector General’s report that District 152 and its School Board blatantly mismanaged federal and state funds that should have been directed to our children. Instead, it chose to fatten the payroll with political cronies, purchase a massive number of laptops that now cannot be accounted for and continued its corrupt policy of “no record keeping.” says McCaskill.

Fellow School Board Candidate and Former Harvey Alderman Keith Price adds, “The Federal Government must step in and investigate this school board. The board is made up of local political hacks who have engineered these actions of gross incompetency, fiscal discord and deceptive practices that would make Richard Nixon blush in his grave.”

McCaskill and Price recently performed a listening tour throughout Harvey as it relates to the activities of the board member who represent school district 152. There was a consensus throughout the community that tax dollars directed to district 152 was merely a piggy bank for the political hacks who make up the seven-member board.

McCaskill further states,” The federal government can’t just continue to allow the city of Harvey to be the laughingstock of Cook County. This school district and this board have simply authored a cesspool of corruption, failed executive board actions and a disdain for fostering an atmosphere of educational excellence, student achievement, and global competitiveness.”

The Inspector General’s report just offers a snapshot of the enormous unethical, illegal, and unwarranted actions from the District 152 School Board. The District is made up of seven elementary school mostly located in Harvey. Illinois
